TERMS AND CONDITION 

Single stage two envelope procedure as per PPRA Clause-36(b) (separate technical financial bids) shall be adopted. 

The bid shall comprise a single package containing two separate envelops. 

Each envelop shall contain separately the financial proposal and the technical proposal. 

The envelopes shall be marked as "FINANCIAL PROPOSAL" and "TECHNICAL PROPOSAL" in bold and legible letters to avoid confusion. Initially, only the envelope marked "TECHNICAL PROPOSAL" shall be opened. 

The envelope marked as "FINANCIAL PROPOSAL" shall be retained in the custody of the FESCO without being opened. 

The FESCO shall evaluate the technical proposal in a manner prescribed in advance, without reference to the price and reject any proposal which does not conform to the specified requirements. 

During the technical evaluation no amendments in the technical proposal shall be permitted The financial proposals of bids shall be opened publicly at a time, date and venue announced and communicated to the bidders in advance. 

After the evaluation and approval of the technical proposal FESCO, shall at a time within the bid validity period, publicly open the financial proposal of the technically accepted bids only. 

The financial proposai of bids found technically non-responsive shail be returned un-opened to the respective bidders. 2. Rate per applicant shall be quoted by the bidder (approximately hundreds of thousands of applications expected). 

The University will arrange to conduct the aforementioned tests against the post of ALM (BPS-05) in eight (08) Districts i.e. Faisalabad, Chiniot, Jhang, Toba Tek Singh, Sargodha, Khushab, Mianwali & Bhakkar at major Cities / Tehsil and District Headquarters falling under the jurisdiction of FESCO. 

The contract / agreement for conduction of aforementioned tests will be executed between the University & FESCO Management and MOU to this effect will be signed with the approval of BOD FESCO.

Detail / Terms and Conditions are mentioned in bidding / EO/Tender documents. 6. The prices should be firm and final without involving any foreign exchange. 

EOVTender must be accompanied by the bank guarantee for an amount not less than for Rs. 200,000/- to be valid for 120-Days in the form Bank Guarantee / Call Deposit / Pay Order issued by any scheduled bank of Pakistan in favor of CEO FESCO. 

EOVTender form can be obtained from the office of Addl: Director General (Material Management) FESCO Faisalabad on any working day during office hours till a day earlier from the opening of the EOI/Tender. The cost of EOITender form is Rs.2000/- only.

EOI/Tenders will be recelved manually and will be dropped in EOI/Tender Box at the time mentioned above. However, a representative should be present at the time of opening. 10.There will be no issuance of EOTender documents on the date of opening of EOVTender. 

Copy of Registration with Sales Tax Department should be produced at the time of İssuance of EOVTender documents and with bid schedule. 

EOI/Tender and bid validity will be for 90 days from the date of opening of EO/Tender. 

Conditional EOITender will not be accepted.  In case of holiday announced by Govt. of Pakistan, Strike in FESCO or any other reasons whatsoever, due to which this office remains closed on the above schedule EOI/Tender opening date, the EOUTender will be opened on the next working day at the same time and place.
